- Agency: Georgia Department of Corrections
- Requested by: Georgia Prisoners' Speak
- Request: R031471-090226
- Filed: 2026-09-02
- Status: Fulfilled (Released September 24, 2026.)
- Cost: $70.00 (Two hours at $40 an hour, less the first quarter hour: $70, paid.)
- Page: https://gps.press/records/r031471-090226/

We asked the Georgia Department of Corrections to run its Security Count Report again, brought current, for its state prisons and other facilities.

Instead of a report per facility, GDC offered an automated report at lower cost. It released one spreadsheet, "Active Inmates By Facility By Security Level" as of September 23, 2026. GDC noted: "Where there is no supervision level indicated, the numbers reflect probationers or parolees in a bed."

## What we asked for

> Under the Georgia Open Records Act, O.C.G.A. § 50-18-70 et seq., The GDC Accountability Project, Inc. (Georgia Prisoners' Speak), a Georgia nonprofit newsroom, requests the following. What I am seeking is the same Security Count Report the Department ran for me in October 2025 under reference R024615-101925, brought current. That production consisted of one Security Count Report per facility, each carrying the columns Facility, Minimum, Medium, Close, No Security Classification, and Facility Total. This year's request is narrower than last year's. Please run the Security Count Report, as of the most recent date for which the Department has data, for these facilities only: 1. Each state prison operated by the Department; and 2. Each privately operated prison under contract with the Department, namely Coffee Correctional Facility, Jenkins Correctional Facility, Riverbend Correctional and Rehabilitation Facility, and Wheeler Correctional Facility. We do not need transitional centers, county correctional institutions, probation detention centers, RSAT centers, or work camps. The October 2025 production covered 74 facilities; excluding those categories should cut the number of reports to be run by roughly a third. If the report can be produced as a single spreadsheet or CSV covering the facilities above, we would prefer that to individual PDFs. If not, individual PDFs in the same form as the 2025 production are fine. Please deliver electronically, through this portal or to accountability@gps.press. We agree to reasonable search and production fees up to $50.00 and ask to be notified before that amount is exceeded, with the itemization by position, hours and rate described in O.C.G.A. § 50-18-71(d). We understand and accept redactions required by law, and we do not seek any individual's name or identifying information: the request is for facility-level counts only. ## What happened

- 2026-09-02: Request filed through GDC's Open Records Center; GDC acknowledged it the same day.
- 2026-09-22: GDC looked for an automated report, so it would not have to capture each facility's screen one at a time, at lower cost.
- 2026-09-23: We agreed to $70 for the automated report (two hours at $40, less the first quarter hour).
- 2026-09-24: GDC released the spreadsheet, noting that where no supervision level is shown, the numbers are probationers or parolees in a bed.
- 2026-10-13: GDC recorded our $70 payment.

Records requested under the Georgia Open Records Act (O.C.G.A. § 50-18-70 et seq.), by Georgia Prisoners' Speak or, where a page says so, by another person or group who shared them with GPS. Documents marked "as released" are posted exactly as the agency released them. Files marked "prepared by GPS" are GPS's own compilations of those documents, made for convenience; where they differ, the released document governs. A request is published here when GPS cites it or when its records are useful to readers; records about individual deaths are published on GPS's mortality pages, not here.
