        "request_text": "Under the Georgia Open Records Act, O.C.G.A. § 50-18-70 et seq., The GDC Accountability Project, Inc. (Georgia Prisoners' Speak), a Georgia nonprofit, requests the following existing records about the Department's purchases of drone (unmanned aircraft) detection equipment, for the period January 1, 2017 to the present.\n\n1. Contracts, purchase orders, statements of work, quotes, sole-source or cooperative-purchase justifications, and invoices for drone detection or counter-drone equipment or services, including radar and radio-frequency detection systems, with any vendor. That includes AeroDefense, LLC (AirWarden); Observation Without Limits, LLC or Dynetics, Inc. (GroundAware radar); and Dedrone Holdings, Inc. or Aerial Armor.\n\n2. The procurement and grant file for Bureau of Justice Assistance award 2020-BX-0002 (the \"OWLD 3D Radar\" UAV detection system at Baldwin State Prison): quotes, the purchase order, invoices, delivery and acceptance records, and the grant progress and closeout reports.\n\n3. Records sufficient to show how the funds appropriated for \"managed access and drone detection\" in the Amended FY2025 and Amended FY2026 budgets were obligated (vendor, amount, and purchase order or contract number).\n\nWe are not asking for security plans, system layouts, coverage maps or detection logs, and we understand that security-sensitive details may be redacted under O.C.G.A. § 50-18-72(a)(25). We are not asking the Department to create new records.
