Files marked \"prepared by GPS\" are GPS's own compilations of those documents, made for convenience; where they differ, the released document governs. It said it found no records for our other items: it holds no plan review for Telfair.",
"request_text": "Request by Georgia Prisoners' Speak (The GDC Accountability Project, Inc.) under the Georgia Open Records Act, O.C.G.A. 50-18-70 et seq.\n\nFacility: Telfair State Prison, Helena, Telfair County, Georgia. It was built as Telfair Correctional Institution and opened in 1992. Construction ran in phases from the late 1980s, and the FY1990 state budget report funded \"Phase II at Telfair Correctional Institution.\"\n\nWe are documenting the original design capacity of every Georgia state prison from the State's own construction-era records, and publishing each figure together with the document it came from. For this prison we have not found any document that states its designed bed or cell count. Because O.C.G.A. 25-2-12(a)(2) places penal institutions and state-owned buildings outside local fire-safety enforcement, we understand this office rather than a county or municipality to be the custodian of its construction records.\n\nWe would be grateful for the following records for that facility:\n\n1. The plan review file for the construction of Telfair Correctional Institution, including the plans and specifications submitted for approval under O.C.G.A. 25-2-14, the plan review or approval letter, and any housing-unit drawings, cell schedule, or bed schedule contained in it.\n\n2. The certificate of occupancy issued for that construction, together with any document stating the occupant load established for the facility or for its housing units.\n\n3. The same records for any later addition of inmate housing at the facility within the date range, including the inmate boot camp constructed there in the early 1990s.\n\n4. If this office does not hold the records described in items 1 through 3, the records-retention schedule that applied to them and any disposition or transfer record showing where they are now. A Georgia Archives series or accession number, or simply the name of the holding agency, would be enough.\n\nWe have named a single facility rather than asking across facilities, because this office advised us on September 2, 2026 that it has no inspection tracking system.\n\nWe are glad to accept copies in any electronic format. We agree in advance to reasonable copying and administrative fees up to $50, and ask to be notified before that amount is exceeded. If any part of this request is unclear, or would be easier to answer in a different form, please tell us and we will adjust it.\n\nWe would be grateful for a reply.\nThe GDC Accountability Project, Inc.
