DOJ Investigation of Georgia Prisons: Violence, Safety & Constitutional Violations

This document is from the U.S. Department of Justice's investigation into Georgia Department of Corrections (GDC) prisons, finding systemic constitutional violations including broken security infrastructure, dysfunctional classification and housing systems, gang control over prison operations, massive contraband problems (27,425 weapons and 12,483 cellphones recovered in under two years), severe underreporting of homicides and violent incidents, and widespread failures in incident investigation. The DOJ identifies deliberate indifference to incarcerated persons' safety, with specific case details of homicides resulting from classification failures, and recommends 82 minimum remedial measures.
