(2) The Commissioner shall designate institutions to be authorized and directed to conduct a work program pursuant to this rule. (3) The Commissioner shall promulgate procedures to implement the rules of work programs established by these rules. (4) The Department and the Georgia Correctional Industries Administration shall have the authority to publicize such work programs and invite employers to participate, subject to the provisions of Board Rule 125-3-8-.03.
