I. POLICY:

   Parolees in the Whitworth Detention Center Program will
   normally serve 180 days. The Parole Board Program Placement
   will state a range of 150-210 days. Any exceptions to the
   standard 180 days stay shall be handled as outlined in this
   procedure.

 IV. DEFINITIONS:

   “Time-Out” or “SetBack Days” – Any time wherein the parolee is
   not participating in this work or Program Plan, such as
   medical lay-in, isolation or administrative segregation time.

IV. PROCEDURE:

   A. Releases will generally be processed on Wednesdays. The
      center Parole Officer will assign a tentative release
      date, the nearest Wednesday to 180 calendar days
      (usually 177 days) to each new admission. Tentative

   release dates must not be beyond the maximum parole
   release date ; which will vary on each admission.

B. The Superintendent, through the recommendations of the
   Treatment Team and Security staff, may exercise
   discretion in changing a Parolee’s release date
   within the 150-210 day boundary. The following criteria
   will be considered in determining a release date on less
   than or more than 6 months:

   1. Parole Board case specific directives.

   2. Parolee’s maximum parole release date.

   3. Participation/completion of Program Plan and/or
      Parole Board ordered special conditions.

   4. Work Performance record (good or poor).

   5. Disciplinary record.

   6. Post Release considerations including
      supervision/aftercare program needs.

   7. Documented family emergencies.

   8. Malingering medical cases.

   9. Days in “time-out” status.

C. Exceptions to the standard stay of 180 days will be
   discussed by the treatment team, which meets weekly. Each
   parolee’s counselor will work collaboratively through the
   security staff, parolee’s detail supervisor and the
   treatment team to provide recommendations to the
   Superintendent.

D. Any early release or extension of time of the 150-210 day
   parameter must be approved by the Parole Board.
