Transitional Services Criteria (Work-Release)
- Time frame 12-15 months prior to PIC, TPM, or MRD date. If past TPM, must be within
24 months of MRD (Except for Parole Board referrals)
- Eligible Violent Offenders (SB441) referred by GDC, have completed all required
programs, no greatest DRs within 3 months, have maintained a favorable institutional
record, and are within 12 months of MRD
- MH2 or below
- No greatest DRs within 3 months
- No pending medical consults within 2 weeks & no extensive history of medical consults
for serious health issues
- All security levels (Close, Medium, Minimum) are eligible
- Lifers are Parole Board Referrals only & Parole staff will enter transfer requests
- No active felony detainers or special notification on file
- Offenders determined to be Sexually Dangerous Predators by GA Sexual Offender
Review Board (Sex Offender Predator profile) will not be eligible – If at TC, will be
removed
- Sex offenders are eligible but must meet the following criteria:
- If SOPP need has been identified by the Sex Offender Administration Unit based on
current laws & current sentence, successful completion is required prior to TC placement
(entry of transfer request)
- No greatest DRs within 3 months
- Not have 2 or more previous felony convictions or a criminal offense against a minor or a
dangerous sex offense
- Placement at the TC should not result in adverse public reaction
- Sex offenders who committed their offense prior to June 4, 2003 are eligible for
placement at any TC
- Sex offenders who committed their offense on or after June 4, 2003 are eligible for
placement only at Columbus TC, LaGrange TC, or Phillips TC (No female compliant
TC)
- Offenders serving sentences for Arson will be screened on a case by case basis by
Offender Administration upon referral (more than (1) conviction for arson will not be
eligible)
- No escapes within (5) years, except Parole Board referrals. “Escape” is defined as
occurring from a hard facility, not a “walk away or abscond” from TC
- Removals may be considered again for a transitional center after serving at least six (6)
months with a clear record, except Parole Board referrals
Retention Schedule: This attachment shall be utilized per the SOP, until such time it is revised or becomes obsolete.

- Eligible Violent Offenders (SB441) are placed at TCs within host facility/state prison,
except Parole Referrals
Long Term Maintenance Criteria
- Medium security or below
- Time frame 18-42 months prior to PIC, TPM, or MRD (special cases may be considered
based on institutional need)
- Offenders must not be serving a sentence for a crime which may result in adverse
community reaction (final determination by Facility Operations & Offender
Administration)
- Not previously sentenced to death
- No sentence involving assault against any criminal justice/law enforcement employee or
DR for assault/injury to any GDC employee
- No more than (2) or more previous convictions involving violence
- No Arson sentence
- Male offenders serving life will not be considered until after 1st Parole consideration for
the Governor’s Mansion Detail Only
- No greatest or high DRs within 3 months
- No more than (1) prior escape & none within (5) years
- Must possess the skills & abilities required to perform tasks assigned by TC (i.e. skills
needed include barber, cook, mechanic, painter, electrician, plumber, etc.)
- No pending medical consults within 2 weeks & no extensive history of medical consults
for serious health issues
- MH2 or below
- No active felony detainers or special notification on file
- No violent offenders (SB441) cases

`o` Aggravated Child Molestation
`o` Aggravated Sodomy
`o` Aggravated Sexual Battery
- All offenders should be reviewed for currently scheduled programs prior to transfer
request being entered
- All recommendations are subject to final approval by Offender Administration, Facility
Operations Director or designee
