To establish and outline the statute and/or written policy and procedure that\n\nauthorizes the establishment of an industries program and delineates the areas of\nauthority, responsibility, and accountability for the program.\n\nB. To establish and outline the standard procedures for providing that the security and\n\nprogram determinations necessary for any individual to be eligible for industries\nwork are made by the classification committee.\n\nC. To establish and outline standard procedures for the number of offenders assigned\n\nto industries operations for meeting the realistic workload needs of each industries\noperating unit.\n\nD. Each industries operating unit shall have a written Quality Control procedure that\n\nprovides for raw materials, goods in process, and final product inspection.\n\nE. Each industries unit shall use a cost accounting system or a manufacturing\n\ninventory management system designed, implemented, and maintained in\naccordance with generally accepted accounting principles.\n\n**II.** **Authority:**\n\nA. O.C.G.A. \u00a742-10-1, _et seq_ .;\n\n\nB. Georgia Department of Corrections (GDC) Standard Operating Procedure (SOP):\n\n220.03 Classification Committee; and\n\nC. Georgia state law established a chapter cited as the \u201cCorrectional Industries Act\u201d\n\nin which Georgia Correctional Industries (GCI) Administration is established as a\npublic and corporate body, an instrumentality and public corporation of the state\nof Georgia. The state law outlines the corporate powers, establishes the\nCommissioner of Corrections as the Executive Officer, powers of the\nadministration, and responsibility for custodial care of the offenders utilized by the\nadministration.\n\nB. It is the responsibility of the Industries Supervisor or Manager to provide the\n\ndesignated facility personnel with a list of vacancies via Attachment 1, Offender\nRequest Form, based on the realistic workload of the program determined by the\nreported open orders, which outlines production demand, due dates and pending\norders. It is then the designated facility personnel\u2019s responsibility to report the\nvacancy information to the facility\u2019s Classification Committee whose\nresponsibility it is to assign offenders, based on security level, to operate within\nthe industries program. It is the responsibility of the Industries Manager to submit\nAttachment 2, Plant Report, to designated GCI Administration personnel of the\noffender worker request information for the week.\n\n\n1. On an as-needed basis, the Industries Manager shall complete the Offender\n\nRequest Form to submit an official request for offender workers needed for\nhis/her industries program. The Offender Request Form shall be submitted to\nthe designated facility personnel. Industries manager's name;\n\nb.  Designated facility personnel receiving the form/request;\n\nc. Number of offender workers requested;\n\nd. The begin date the requested number of offender workers are needed;\n\ne. The submission date of the request (month, day and year); and\n\nf.  The offender worker detail destination.\n\n\n2. The Industries Manager shall submit a Plant Report to the designated GCI\n\nAdministration personnel. At a minimum, the Plant Report shall be submitted\nmonthly and shall include the following information:\n\n\na. Total number of offenders requested for the reporting month;\n\nb. Total number of offenders assigned for the reporting month;\n\nc. Total number of offenders who reported during the reporting month; and\n\nd.  Date of the plant report submission.\n\n\nC. Quality Control procedures (inspections and documentation) will differ within the\n\nindividual plan.\n\n1. The following determinations must be made for each product:\n\n\na. The desired requirements of the product design, finished product,\n\nmanufacturing process, raw materials, packaging, and shipping; and\n\nb. The basic elements upon which the Quality Control programs are to be\n\nevaluated will include:\na.  Specifications - Each location shall have specifications covering necessary\n\nelements of each product;\n\nb.  In Process Control - There shall be a manufacturing sequence that includes\n\nappropriate Quality Control checks. Every workstation shall have\nappropriate Quality Control checks;\n\nc.  Final Evaluation - The finished product shall be reviewed for conformance\n\nto specifications prior to shipment;\n\nd. Incoming Materials - Incoming materials shall be evaluated upon receipt\n\nfor both quality and conformance to the purchase specifications;\n\ne.  Housekeeping - Manufacturing areas shall be kept at a level of cleanliness\n\nconsistent with the nature of the industry;\n\nf.  Product Packaging - The finished product shall be packaged to minimize\n\ndamage and maintain quality;\n\ng.  Customer Delivery - Upon delivery, customer shall receive a copy of the\n\nPacking Slip and sign to verify accuracy of order and satisfactory condition\nof the product; and\n\nh. Offender Training - There shall be a planned system of training and\n\nevaluating offenders.\n\n**V.** **Attachments:**\n\nAttachment 1: Offender Request Form\nAttachment 2: Plant Report\n\n**VI.** **Record Retention of Forms Relevant to this Policy:**\n\nUpon completion, a copy of the attachments shall be retained by the Industries\nManager for a minimum of five (5) years and then shall be destroyed.",
