All foods prepared and served by Georgia Department of Corrections (GDC)\n\nfeeding units must be in strict compliance with the approved cyclical Master\nMenu and standardized recipes in order to ensure the uniformity of the foods\nprepared, to be consistent with proper nutritional standards, and to provide\nstandardized portions of food to all.\n\nB. All foods prepared and served to GDC feeding units will be in accordance to the\n\nFood and Drug Administration (FDA) Food Code. Emergency exceptions are\npermitted in accordance with SOP 409.04.07, Emergency Feeding Plan/Mobile\nField Kitchen.\n\nC. Central planning and local preparation of all meals will take food, flavor, texture,\n\nnutritional content, temperature, appearance, and palatability into consideration.\n\nD. Food and Farm Service\u2019s Central Office Registered Dietitian is responsible for\n\nplanning and maintenance of the GDC Master Menu and the accompanying\nrecipes. The Master Menu shall be maintained based on recipes that have been\ntested and approved by Central Office. The Master Menu shall be reviewed\nannually or more frequently as needed.\n\nE. Food Service Supervisory Staff shall conduct menu evaluations quarterly, or\n\nmore frequently, to verify adherence to the Master Menu. Attachment 1, Weekly\nFood Service Assessment Report from SOP 409.04.10, Sanitation shall be\ncompleted.\n\nF. This policy is applicable to GDC State Prisons and Centers which operate\n\nkitchens for preparation of the GDC Master Menu. Exceptions may be made for\ncontracted food service operations.\n\n**II.** **Authority:**\n\nA. ACA Standards: 2-CO-4C-01, 1-CTA-3D-03, 5-ACI-5C-04 (ref. 4-4316,\n\nMandatory), 5-ACI-5C-05 (ref. 4-4317), 5ACI-5C-08 (ref. 4-4320), 5-ACI-5C16 (ref., 4-4328), 4-ALDF-4A-07, 4-ALDF-4A-08, 4-ALDF-4A-09, 4-ALDF4A-18, 4-ACRS-4A-01, and 4-ACRS-4A-02.\n\n**III.** **Definitions:**\n\nA. **Substitution List**    - A preapproved list of food items that the Food Service\n\nDirector may change without permission from Food and Farm Service\u2019s Central\nOffice Registered Dietitian.\n\nB. **Meal Rates**    - Rates per meal will be reviewed and determined at the beginning\n\nof each fiscal year. Changes to the established rates will be in comparison to the\ncost of serving a meal and will be adopted as necessary by the Board of\nCorrections.\n\n**IV.** **Statement of Policy and Applicable Procedures:**\n\nA. The Master Menu is designed based on nationally recommended allowances for\n\nbasic nutrition, such as the Dietary Guidelines for Americans and Dietary\nReference Intakes, to meet the average nutrition requirements. There will be\nthree (3) meals served Monday through Friday and two (2) meals served on\nSaturday, Sunday, and on state holidays.\n\nB. The Master Menu is reviewed annually and certified as to proper nutritional\n\ncontent by Food and Farm Service\u2019s Central Office Registered Dietitian.\n\nC. All items prepared and served shall be in accordance with the Master Menu and\n\nrecipes. The Food Service Director is to ensure compliance with all recipes.\n\n\n1. Changes to the Master Menu shall be allowed to meet special or unusual\n\nmanagement difficulties, which directly affect control of the facility. Changes\ncan also be made with prior approval from Food and Farm Service\u2019s Central\nOffice Registered Dietitian in cases of equipment failure or shortages of food\nsupplies.\n\n\na. If changes to the Master Menu are necessary as the result of situations\n\nwhich directly affect the control of the facility, Food and Farm Service\u2019s\nCentral Office Registered Dietitian should be notified as soon as possible.\nPrior approval must be received before changing any menu items under\nall other circumstances.\n\nb. Written confirmation will be provided by Food and Farm Service\u2019s\n\nCentral Office Registered Dietitian for approved menu changes. Approval\ndocumentation will be included in the appropriate daily packet, otherwise\nthe substitution list is to be used and changes are to be noted on the\ncomputerized Cook's Worksheet or Attachment 2 of SOP 409.04.04,\nCook\u2019s Worksheet, Portion Control, and Leftovers.\n\n3. The Master Menu should consist of two (2) hot meals served within a 24\nhour period with no more than 14 hours between the evening meal and\nbreakfast meal. This also applies when only two (2) meals are served.\nEmergency exceptions are permitted in accordance with SOP 409.04.07,\nEmergency Feeding Plan/Mobile Field Kitchen.\n\n4. Suggestions for modifications to the Master Menu may be submitted in\n\nwriting to Food and Farm Service\u2019s Central Office Registered Dietitian for\nconsideration.\n\na. Therapeutic diets will be provided if deemed necessary by a physician.\n\nThe diets which will be prescribed are those that have been approved by\nFood and Farm Service\u2019s Central Office Registered Dietitian.\n\nb. Holiday meals will be provided on state holidays throughout the year.\n\n\nc. Meals will continue to be provided to offenders in disciplinary isolation.\n\n\n1) Each individual is to receive the same meals served to the general\npopulation and in accordance to the Master Menu.\n\n2) Beverages may be served in a different container or package but\nshould be the same type and portion.\n\n**V.** **Attachment:**\n\nAttachment 1: Substitution List\n\n**VI.** **Record Retention of Forms Relevant to this Policy:**\n\nUpon completion, Attachment 1 shall be maintained locally until obsolete or\nreplaced, then destroyed.",
