O.C.G.A.: 42-2-11;\n\nB. GDC Board Rule: 125-4-3.07;\n\nC. GDC Standard Operating Procedures (SOPs): 409.04.13 Offender Workers and\n\n409.04.26 Food Service Permits/Health Department Inspections; and\n\nD. ACA Standards: 2-CO-4C-01, 1-CTA-3D-01, and 1-CTA-3D-02-1.\n\n**III.** **Definitions:** None.\n\n\n**IV.** **Statement of Policy and Applicable Procedures:** Staff dining services are provided\n\nto employees, visitors, and training participants at select GDC facilities. Staff dining\noperations are conducted by a combination of Georgia Correctional Industries (GCI)\nstaff members, GDC staff members, and offender workers.\n\n\nA. Food Service Permits: The Food Service Director is responsible for obtaining a\n\nFood Service Permit for each operation intending to prepare and service food, in\naccordance with GDC SOP 409.04.26 Food Service Permits/Health Department\nInspections. Food Service Management and Staff:\n\n\n1. Supervision: The Food Service Director is responsible for the direct\n\nsupervision of the entire food service operation in each facility. Food Service\nManagers and Supervisors provide general supervision of the food service\noperation at each facility.\n\n2. Orientation: The Food Service Director will ensure all new food service\n\nemployees are provided the following:\n\n\na. A job description containing position responsibilities which shall be read\n\nand signed by employees.\n\nb. A copy of the Food Services Policy and Procedure Manual pertaining to\n\nstaff dining food service operations. New employees shall acknowledge\nthat all polices were read by providing his or her signature;\n\nc. General orientation of the food service area, an organizational chart, and\n\nany information concerning food service operations in the facility;\n\nd. Clothing that is required to meet the dress code;\n\ne. Information regarding safety, security, tool and key control, feeding and\n\nshift schedules, requests for leave, etc.; and\n\nf. Any security training required by the individual facility.\n\n\n3. Staff Communication:\n\n\na. Staff Meetings: The Food Service Director or his/her designee is\n\nresponsible for communicating information to staff regarding the food\nservice operation. Staff\nmeetings should be used to update and review the following:\n\ni. Food preparation and presentation;\n\nii. Policies and procedures concerning state and federal rules and\n\nregulations on safety, sanitation, and personnel; and\n\niii. Changes to menus, recipes, inventory control, etc.\n\nb. Minutes: Minutes of meetings should be kept on file in the food service\n\noffice. A suggested format for the meeting and minutes should include:\n\ni. Date and time of meeting;\n\nii. Personnel present;\n\niii. New business and old business;\n\niv. Training;\n\nv. Vacancies and offender quotas;\n\nvi. Physical plant and equipment; and\n\nvii. Staff comments and areas of interest.\n\n\n4. Uniforms and Attire:\n\n\na. Items of dress for GDC employees are to be provided by Central Office\n\nCare and Custody. GDC shirts and jackets will require patches of the\nAmerican Flag and departmental seal and shall be issued with items of\nclothing. Name bars and food service insignia are to be requested through\nthe GDC Care and Custody Department.\n\n\n5. Food Service Training:\n\n\na. Training requirements: The Food Service Director/Manager in each\n\nfeeding unit will provide all civilian staff the opportunity to attend three\n(3) levels of Food Service Training. Food Service Training shall include,\nbut not be limited to, training concerning inmate dealings, use of\nequipment, operation of the Food Service Computer System, and food\nsafety management. All three (3) levels of Food Service Training will be\nattended as soon as possible following date of hire. Level 1 training shall\nbe completed within 90 days. Completion of all three (3) levels is\nrecommended within two (2) years of hire date.\n\nb. Evaluations: A training evaluation shall be conducted by the Food Service\n\nDirector/Manager or their designee at the end of all food service\nemployees\u2019 first month to ensure training requirements have been met.\nAttachment 1, Training Progress Report of SOP 409.04.13 will be used to\ndocument and track this evaluation. This report shall be kept in the files of\nall food service employees.\n\nc. Training Update: Food and Farm Services Central Office will teach a Food\n\nService Update class semi-annually at a minimum and a Food Service\nDevelopment class annually at a minimum.\n\nd. Food Service Computer System training will be\noffered by Food and Farm Services Central Office. Feeding facilities\nshould contact the Food and Farm Services Central Office for scheduling\nof personnel. Costs incurred during training will be the responsibility of the\nfeeding facility.\n\ne. Cost of Training: All travel expenses for Food Service Level Training will\n\nbe incurred by staff training. All other travel expenses will be incurred by\nthe individual facility.\n\n\n6. Job Descriptions and Performance Evaluations:\n\n\na. Copies of all job descriptions should be kept on file in a local food service\n\nfiling area and should be reviewed by the Food Service Director annually.\nJob descriptions should be updated as necessary to reflect any changes in\njob duties or responsibilities.\n\nb. Performance evaluations will be managed and provided to employees via\n\nPeopleSoft/ePerformance Plus Software to ensure employees understand\njob responsibilities, expectations, and levels of performance. Evaluations\nare also intended to correct any deficiencies in employee performance. This\ntool can be used at any time to increase efficiency and productivity within\nthe food service operation.\n\nB. Offender Staff:\n\n\n1. Correctional officers will provide direct supervision of offenders who work in\n\nStaff Dining.\n\n2. Offenders will receive orientation and training for working in staff dining to\n\ninclude proper sanitation practices, safety, proper use of equipment and\ntraining in completing tasks specific to staff dining.
