Dooly and Telfair State Prisons as-built plans: GSFIC's project and storage indexes (request withdrawn)

To the Open Records Officer:This is a request under the Georgia Open Records Act, O.C.G.A. § 50-18-70 et seq.We're documenting the capacity each Georgia state prison was built to hold, taking the figure from the State's own construction records rather than from operating reports. The Office of Commissioner of Insurance and Safety Fire has produced the certificates of occupancy for two facilities and told us it no longer holds the construction plan review files. Its schedule keeps those only for eleven years after a project is completed, so we accept that answer. The as-built plans are a different series. Under the State Government Records Retention Schedule for Property and Security, item GASC-07-001, as-built plans and specifications are retained permanently.We're asking GSFIC on the understanding that the Commission managed the construction of these facilities.We request the following:1. A list or index of the as-built plan sets and specifications GSFIC holds for Georgia Department of Corrections facilities, giving the project number and facility name for each. If the holdings are organized as capital projects, a project listing would serve just as well.2. For Dooly State Prison in Unadilla and Telfair State Prison in Helena, the as-built plans and specifications for the original construction, and in particular the housing unit floor plans together with any cell schedule, bed schedule or room schedule contained in them.3. Any later as-built set covering added or converted inmate housing at either facility.4. If GSFIC does not hold these records, the name of the agency that does, and any disposition or transfer record showing where they went. Naming the Georgia Building Authority or the Department of Corrections would be enough for us to go on.Item 1 should be inexpensive, and it will let us ask for the rest precisely instead of in bulk. Please tell us the estimated cost before retrieving anything under items 2 and 3, and we'll confirm before you begin. We're glad to take electronic copies in any format, and we can collect large drawing files whichever way is easiest for your office.If any part of this request is unclear, or would be easier to answer in a different form, please tell us and we'll adjust it.Thank you for your help with this.
