Parole Board Performance Incentive Credit charts, FY2013 to FY2025, and its PIC policy page
State Board of Pardons and Paroles · Request PAP-20261017 · Filed October 17, 2026 · Fulfilled
GPS asked the State Board of Pardons and Paroles how many people had their Tentative Parole Month moved earlier because of Performance Incentive Credit (PIC) points in FY2021 to FY2025, and by how many months; how many had points submitted but not applied, and why; the rules for applying PIC; and the source data behind the PIC figures in its annual reports. The Board said it had no records for the first two items and released 11 pages for the rest: bar charts of "PIC months granted" by fiscal year from FY2013 (7,195) to FY2025 (30,710), a pie chart for each year from July 2020 to May 2025 breaking down PIC decisions, and the PIC page of its Operations Manual. In the July 2024 to May 2025 chart, of 7,842 people eligible for PIC, 2,871 were awarded all their points, 908 partial points, 2,192 were "now votes" with PIC taken into account, 1,238 were awarded no points and 633 had earned none. The manual page says no more than 12 PIC points will be applied, that points never move a Tentative Parole Month below the Parole Eligibility Date, and that the Board may vote "No PIC" on any Guidelines case.
Status: The Board answered every item on October 22, 2026. It said it has no documents responsive to items 1 and 2 (how many Tentative Parole Months were moved earlier by PIC points, by how many months, and cases where points were not applied) and released 11 pages for items 3 and 4.

What we asked for
To the Open Records Officer:Georgia Prisoners' Speak is the public name of The GDC Accountability Project, Inc., a Georgia nonprofit investigative newsroom that documents the state's corrections and parole systems. Under the Georgia Open Records Act, O.C.G.A. § 50-18-70 et seq., we request copies of the existing records described below about how Performance Incentive Credits (PIC) are applied to Tentative Parole Months. We are asking only for counts, totals and policy documents. None of these items asks for information about any individual offender, so nothing here should touch the confidentiality of case files under O.C.G.A. § 42-9-53.The Board's annual report for FY2025 counts 30,710 PIC points, and the Board's reports state that each PIC point "equals one month that a TPM can be changed to an earlier date." We are asking what happened to those points.1. For each fiscal year from FY2021 through FY2025, any existing record, report or data showing the number of people whose Tentative Parole Month was changed to an earlier date on the basis of PIC points, and the total number of months by which Tentative Parole Months were moved earlier on that basis.2. For the same years, any existing record, report or data showing the number of people who had PIC points submitted to the Board and whose Tentative Parole Month was not moved earlier, in whole or in part, and any recorded reasons or categories for not applying the points.3. Any Board rule, policy, directive, procedure, memorandum or internal guidance in effect at any time since July 1, 2020 that governs how the Board considers or applies PIC points, or work incentive credits reported under O.C.G.A. § 42-5-101, including any criteria for declining to apply them, and any agreement or memorandum of understanding with the Department of Corrections about the PIC program.4. The source report or data behind the PIC figures published in the Board's annual reports for FY2021 through FY2025.We are not asking the Board to create new records or reports. If no existing record answers an item, please tell us so, and that will be a complete answer to that item.Electronic delivery to accountability@gps.press, or by reply to this email, is ideal. We agree to reasonable copying and administrative fees up to $50.00; please let us know before going over that amount, with the itemization described in O.C.G.A. § 50-18-71(d). We understand and accept redactions required by law.In plain terms, what we are looking for: how many people actually had their parole month moved earlier because of PIC points each year from 2021 to 2025, by how many months in total, and the rules the Board uses to decide whether to apply the points.Thank you for your help. The GDC Accountability Project, Inc.
