Modular prison buildings: who answered GDC's request for information (ModCorr and Aries Building Systems)
GDC's first production on the modular buildings (request R031447-090126) included one company's materials. We asked who responded to the request for information (event 46700-GDC0001150) and how many did.
GDC released the response of a second company, Aries Building Systems: its completed worksheet, organizational background, sample correctional floor plans (redacted), an example facility, GDC's March 17, 2025 request for additional information, and email communications. With ModCorr's materials released earlier, that is two respondents.
Status: Released September 16, 2026.

What we asked for
To the Open Records Officer: This is a request under the Georgia Open Records Act, O.C.G.A. § 50-18-70 et seq. Georgia Prisoners' Speak is the public name of GDC Accountability Project, Inc., a Georgia nonprofit that documents conditions and in-custody deaths in the state prison system. This request concerns Georgia Procurement Registry event 46700-GDC0001150, "Modular Correctional Buildings," the request for information issued by the Department, opened March 4, 2025 and closed March 12, 2025, issuing officer Ross Barrineau. On September 1, 2026 the Department responded to request R031447-090126 and produced the eRFI file together with a set of supplier documents. Our request in that case named a single company in its opening paragraph, so the production doesn't tell us whether the Department gathered everything it received or only the material from that company. This request asks one thing: who responded to the eRFI, and how many. We request the following: 1. All responses, submissions or materials the Department received in reply to eRFI 46700-GDC0001150, from any sender. If some of these were produced in R031447-090126, we're asking for anything from any other sender. A written statement that the earlier production was complete as to every sender would answer this item. 2. Records sufficient to show the number of responses the Department received to that eRFI and the identity of each respondent. A log, list, index, spreadsheet, receipt record or portal tracking entry would satisfy this item. 3. Any record evaluating, scoring, comparing, summarizing or ranking the responses received, and any resulting recommendation or memorandum. 4. Any communication between the Department and a supplier, manufacturer or vendor concerning modular correctional buildings, from February 1, 2025 through May 31, 2025, other than the responses themselves. If the Department received a response from only one supplier, we'd appreciate that said plainly. If the Department holds no responsive records for any numbered item, please say so for that item specifically rather than for the request as a whole. We'd prefer electronic production in native or searchable PDF format through the portal or to accountability@gps.press. We don't need paper copies and we're not asking to inspect records in person. If you estimate the cost of responding will exceed $50.00, please provide an itemized estimate before any charges are incurred, under O.C.G.A. § 50-18-71(d), stating the position, hourly rate and hours for each charge, and we'll narrow the request if that would reduce the cost. If any portion is withheld, please cite the specific exemption relied on for each withheld record, as required by O.C.G.A. § 50-18-72(h). We understand the Act requires a response within three business days under O.C.G.A. § 50-18-71(b)(1)(A). If responsive records exist but can't be produced in that time, we'd appreciate the written timetable that provision allows. Thank you for your time. Georgia Prisoners' Speak GDC Accountability Project, Inc. 285 W Wieuca Rd NE, PMB #4153, Atlanta, GA 30342 accountability@gps.press https://gps.pressPlease be specific with your request to narrow our search and respond to you quickly and efficiently.

Records requested under the Georgia Open Records Act (O.C.G.A. § 50-18-70 et seq.), by Georgia Prisoners' Speak or, where a page says so, by another person or group who shared them with GPS. Documents marked "as released" are posted exactly as the agency released them. Files marked "prepared by GPS" are GPS's own compilations of those documents, made for convenience; where they differ, the released document governs. A request is published here when GPS cites it or when its records are useful to readers; records about individual deaths are published on GPS's mortality pages, not here.
