Restrictive housing: Tier II and Tier III beds at each GDC prison, and how many were filled
We asked the Georgia Department of Corrections which facilities run Tier II and Tier III (Special Management Unit) restrictive-housing programs, including the STEP step-down programs, and how many people were assigned to each on one date.
GDC released a one-page table of total, occupied and vacant Tier II and Tier III beds by facility, with the occupancy rate, and its description of the Tier segregation system, which it noted is also on its public website.
Status: Released October 2, 2026.

What we asked for
RE: Open Records Request: facilities operating Tier II and Tier III restrictive-housing programs, and the number of offenders assigned to each, as of one date Pursuant to the Georgia Open Records Act, O.C.G.A. 50-18-70 et seq., The GDC Accountability Project, Inc. (Georgia Prisoners' Speak) requests the records below. This request is deliberately narrow: four items, aggregate counts only, one snapshot date. REQUEST 1. A list of the Department's facilities currently operating a Tier II program (including Tier II STEP). 2. A list of the Department's facilities currently operating a Tier III / Special Management Unit program (including Tier III STEP). 3. The number of offenders assigned to Tier II (including Tier II STEP) at each facility in item 1, as of a single date of the Department's choosing on or after the date this request is received. 4. The number of offenders assigned to Tier III (including Tier III STEP) at each facility in item 2, as of the same date. WHAT WE ARE NOT REQUESTING We are not requesting any individual-level record: no names, GDC numbers, lengths of stay or assignment histories. We are not requesting unit, building, dorm, cell or bed identifiers, housing maps, staffing or post assignments, camera coverage, movement procedures, or any policy or SOP document. We are not requesting Tier I, disciplinary isolation or protective custody data, and we are not requesting historical or time-series data. A single per-facility count for each of the two programs, as of one date, fully satisfies this request. WHY THESE RECORDS EXIST IN A FORM THAT CAN BE PRODUCED The Department's own GDC Annual Fiscal Report 2019 states that the "TIER 2 SCRIBE module went live March 2019 to effectively track offenders in Extended Restrictive Housing", and the GDC Annual Fiscal Report 2020 states that "In FY 2020, the following was added to the SCRIBE Warden's Dashboard for Tier II offenders: transfer process, on-hold changes, phases of the referral process, and number of days an offender has spent in restrictive housing Tier II." A per-facility count of offenders currently assigned to each program is therefore a query of an existing electronic record, not the creation of a new one. The Department has produced records of this shape before: request R024615-101925 produced the current count of offenders by security designation housed at each state prison. FORMAT AND FEES We ask for production in the native electronic format in which the data is maintained, per O.C.G.A. 50-18-71(f); a spreadsheet or CSV export is ideal, and a PDF table is acceptable. We agree in advance to reasonable copying and administrative fees up to $50 and ask to be notified before that amount is exceeded. If any part is withheld, we'd appreciate the remainder and a note of the exemption relied on. We'd be grateful for a reply. Thank you for your help. The GDC Accountability Project, Inc. Records requested under the Georgia Open Records Act (O.C.G.A. § 50-18-70 et seq.), by Georgia Prisoners' Speak or, where a page says so, by another person or group who shared them with GPS. Documents marked "as released" are posted exactly as the agency released them. Files marked "prepared by GPS" are GPS's own compilations of those documents, made for convenience; where they differ, the released document governs. A request is published here when GPS cites it or when its records are useful to readers; records about individual deaths are published on GPS's mortality pages, not here.
