Centurion health-care contract (GDC, 2023-present)

144 Data Points 7 Sources 34 Entities Research Date: Oct 27, 2026
This document, based on GDC open-records production R032595-101926, details contractual provisions for Centurion of Georgia LLC's health care contract, including subcontracting restrictions, the 2023 ownership transfer of MHM Services to Centurion Equity (Sullivan Brothers Family of Companies), and the absence of ModCorr/modular infirmary references. It also lists documents searched and not found, such as liquidated-damages clauses and death-reporting provisions. The production reveals a date anomaly in the ownership transfer correspondence and confirms that CorrectRx is a separate pharmacy vendor, not a Centurion subcontractor.

Where this research is used

This page is a research collection: individual facts drawn from the sources listed further down, each traced to where it came from. A research topic brings many collections together into one overview of an issue. The facts on this page feed these 7 topics; open one to see how they fit with the rest of the evidence.

Budget & Spending
Georgia's prison budget rose 44% between fiscal year 2022 and fiscal year 2026, peaked at $1.91 billion in fiscal year 2025, and then fell back to $1.79 billion in fiscal year 2027 — a retreat that came almost entirely out of state-run prison operations rather than out of the contracts, surveillance technology and private beds the surge had funded. The money moved toward health care contractors, private prisons and security hardware, while education, food and reentry programming stayed at rounding-error levels: $0.55 per meal, roughly $2 million a year on prison education, and a 22-to-1 ratio of new surveillance spending to new rehabilitation spending across the two most recent budget cycles. No independent oversight body, public outcome report or audit requirement is attached to any of it.
11,609 data points
Facility Conditions & Infrastructure
Georgia's prison system is not merely old; it is failing in ways that its own audits, its consultant assessments, and the U.S. Department of Justice have documented in detail. Buildings designed for 750 people are counted as having capacity for 1,700, plumbing and lighting have failed across entire housing units, cell door locks do not lock, and only three of 35 prisons have air conditioning throughout. This page assembles what the physical record shows, what the state's $600 million repair program is buying, and where the public data still cannot answer basic questions.
11,844 data points
Healthcare & Medical Neglect
Georgia's prison health care system has been found unconstitutional by the U.S. Department of Justice, sued into repeated seven-figure settlements, and documented by state auditors as unable to account for the deaths in its own custody. A privatized delivery chain — Augusta University's correctional health division for 23 years, then Wellpath, then a $2.4 billion nine-year Centurion contract — has run alongside roughly 14,000 people with identified mental health needs, ten-month waits for psychiatric appointments, and a suicide rate that state data and outside reporting place at roughly double the national prison average. This page sets out the constitutional standard, the money, the clinical record, the named dead, and the information Georgia does not publish.
5,042 data points
Legal Standards & Case Law
The Eighth Amendment sets a constitutional floor for prison conditions, but in the Eleventh Circuit — which governs Georgia — that floor has been raised by the 2024 en banc decision in Wade v. McDade, which requires proof that each official was subjectively aware that his own conduct created the risk of harm. Layered on top are the Prison Litigation Reform Act's exhaustion, physical-injury, and fee provisions, qualified immunity doctrine requiring factually similar binding precedent, and a three-judge-court requirement for population relief that has succeeded once in American history. Georgia's own litigation — Guthrie v. Evans, Cason v. Seckinger, Gumm v. Jacobs — produced consent decrees and contempt findings, but the Department of Justice's October 2024 finding of systemic Eighth Amendment violations has produced no decree at all.
9,477 data points
Mortality & Deaths in Custody
Georgia's prisons have recorded more deaths in the last decade than at any point in the state's history, and the state's accounting of why people die is unreliable both by omission and by miscoding. GPS's mortality registry counts 1,927 deaths in Georgia Department of Corrections custody since January 1, 2020, including 41 in the last 90 days — a floor, because the department reports deaths roughly two months late and stopped publishing cause of death in March 2024. What the record does show is a homicide rate that has run at roughly three to eight times the national average, a suicide rate that roughly quadrupled, and at least 44 overdose deaths the department attributed to natural causes or left undetermined.
8,902 data points
Oversight & Accountability
Georgia has no independent correctional ombudsman, inspector general, oversight commission, or authorized outside monitor with access to its prisons — every accountability mechanism that exists is either run by the Georgia Department of Corrections or depends on the department's cooperation. What those mechanisms have produced is documented here: 142 reported homicides between 2018 and 2023, a 93-page federal findings letter with 82 required remedial measures and no consent decree, 428 employees arrested for on-the-job crimes, a federal judge who has written that he can no longer assume the department's sworn statements are true, and a death-investigation system that leaves most causes of death undisclosed.
17,229 data points
Staffing Crisis
Georgia's prison system has run at roughly half of its authorized correctional officer strength for most of the past five years, and the people it hires rarely stay: 82.7 percent of new officers left within their first year between January 2021 and November 2024. The U.S. Department of Justice's October 2024 findings letter described vacancy rates around 50 percent systemwide and above 70 percent at ten of the largest facilities, and concluded the resulting lack of supervision was a constitutional violation. This page traces how the shortage was measured, what it looks like on a shift, what the state has spent trying to fix it, and the deaths and court findings that follow from it.

The GDC open-records production R032595-101926 does not contain the Centurion of Georgia LLC base medical contract. CONTRA_1.PDF (435 pp.) is the GDC contract with Wellpath LLC, no. 46700-054-GDC0000946, plus RFP, Q&A, and Wellpath's proposal. The Centurion amendments cite contract 46700-054-GDC0000946-002, award date April 9, 2024, and refer to 'Section VII.C' and 'Section I.D.1(4)'. In the Wellpath text, payment is Section VI and data ownership VII, so the Centurion contract is a different document not held.
