Commissioner Tyrone Oliver told state senators that single cells reduce violence, and a 2024 Senate committee recommended converting all facilities to single-person cells. At Calhoun, Dooly, Washington and Wilcox, GDC is moving more Close security men into cells built for one and holding three. Those four prisons recorded 10 homicides in the 12 months ending September 26, 2026, a rate of 1.57 per 1,000 men, against 0.23 at other medium prisons. Marcus Walker was 20 when he was strangled in the Wilcox cell he shared with another man. If the Department already has its own words to act on, what will it take for the housing to change?

GDC's own figures show the opposite at four medium-security prisons: Close security counts rose at three of the four over the past year, and all four house three men in cells built for one. Those four prisons hold 6,362 men and recorded 10 homicides in the 12 months ending September 26, 2026, a rate of 1.57 per 1,000, against 0.23 at other medium-security prisons. The commissioner has named the fix and a Senate committee has endorsed it. What the data does not yet show is the housing following either.
