The videos circulating online are recordings of what happens when the state walks away from a room of a hundred men. When you watch one, ask: where was the officer? Who was running that room? With housing units left unsupervised for sustained periods, federal investigators concluded that gangs and threat groups fill the leadership void, exerting control over daily prison life. The violence captured in contraband cellphone videos is not evidence against the men in them. It is evidence of what a building does to people when the state stops running it. Georgia's own data shows the share of men sentenced for violent crimes rose only from 51% to 56% between 2016 and 2023, which the DOJ found does not explain the dramatic rise in prison violence.
