Telfair State Prison inmate left to die in a fenced-in cage in 105° heat — family settles with Georgia (Juan Carlos Ramirez)

Juan Carlos Ramirez Bibiano, 27, died July 20, 2023 at Telfair State Prison after officers placed him in a roughly 12-by-8.5-foot fenced-in outdoor cage with no shade while the heat index reached about 105°F. Within 20 minutes he told guards he was overheating, that his medication was making him sick, that he was struggling to breathe and was dehydrated, and he repeatedly asked to be removed; the lawsuit alleges an officer responded “if he dies, he dies.” He was left roughly five hours and reached the hospital with an internal body temperature of 107°F. The Georgia Department of Corrections initially reported his death as “natural causes.” His family has now reached a settlement with the State of Georgia (reported by 13WMAZ as $3.2 million).
