Modular prison buildings (ModCorr): GDC's request-for-information file and ModCorr's response

Georgia Department of Corrections · Request R031447-090126 · Filed September 1, 2026 · Fulfilled

We asked the Georgia Department of Corrections for its records on the ModCorr modular housing units at Dodge, Lee, Montgomery and Hays State Prisons and the medical infirmary at Johnson State Prison: the contract and payments, the solicitation file for Georgia Procurement Registry event 46700-GDC0001150 ("Modular Correctional Buildings", a request for information open March 4 to 12, 2025), the vendor responses, and any justification for the purchase.

GDC answered the next day. It said it has no contract or payment records because the Georgia State Financing and Investment Commission (GSFIC) handled the purchase. It released the request-for-information file (drafts and final, the question worksheets, and the supplier questions and answers) and ModCorr's response materials: company brochure, project team, product specification sheets, component testing, and redacted floor plans and drawings.

Status: Released September 2, 2026. Contract and payment records: GDC said GSFIC holds them.

What we asked for

This is a request under the Georgia Open Records Act, O.C.G.A. § 50-18-70 et seq., on behalf of The GDC Accountability Project, Inc. (Georgia Prisoners' Speak), concerning the ModCorr MaxMod modular housing units installed at Dodge State Prison, Lee State Prison, Montgomery State Prison, and Hays State Prison, and the 20-bed Medical Intensive Infirmary at Johnson State Prison. We request: 1. The award document, purchase order, contract, and any amendments with ModCorr LLC (or any related entity, including SLSCO Ltd.) for the modular units and the Johnson infirmary, together with records sufficient to show the total contract value and the amounts paid to date. 2. All solicitation records connected to Georgia Procurement Registry event 46700-GDC0001150, Modular Correctional Buildings (RFI opened March 4, 2025, closed March 12, 2025), including the RFI document, all vendor responses received, and any evaluation or scoring records. 3. Records sufficient to show whether any competitive solicitation followed that RFI and, if none did, the sole-source, emergency, or other procurement justification relied on for the award. 4. Records sufficient to identify which state entity paid ModCorr LLC for this work (the Department, the Georgia State Financing and Investment Commission, or another entity), including any interagency agreement or funding document. If any item is held by another custodian, please identify that custodian. We prefer electronic production (PDF or native format) via the portal or to accountability@gps.press. If fees are anticipated, please provide the itemized estimate described in O.C.G.A. § 50-18-71(d) before incurring charges over $25; we agree to reasonable fees up to $50 and ask to be notified before exceeding that amount. Please cite the specific exemption for any withheld portion and produce all segregable non-exempt records, and acknowledge within three business days per O.C.G.A. § 50-18-71(b)(1)(A).Please be specific with your request to narrow our search and respond to you quickly and efficiently.

Records requested under the Georgia Open Records Act (O.C.G.A. § 50-18-70 et seq.), by Georgia Prisoners' Speak or, where a page says so, by another person or group who shared them with GPS. Documents marked "as released" are posted exactly as the agency released them. Files marked "prepared by GPS" are GPS's own compilations of those documents, made for convenience; where they differ, the released document governs. A request is published here when GPS cites it or when its records are useful to readers; records about individual deaths are published on GPS's mortality pages, not here.
