GDC policy index: the Policy and Procedure Access Listing (77 pages, revised June 23, 2025)
We asked the Georgia Department of Corrections for its written policies, in force since January 2023, on staff use of social media, personal phones and recording inside facilities.
GDC released its Policy and Procedure Access Listing: the index of its standard operating procedures, showing each policy's number, title and access level, revised June 23, 2025. GDC noted that Level I (white) and Level II (green) policies are on its public website and asked us to name any other policy we wanted. With the index we found what we needed and closed the request.
Status: Released October 16, 2026; we closed the request the same day.

What we asked for
This is a request for written policy documents only. It asks for no investigative file, no personnel record and no record about any individual employee, so it should be capable of being answered from the Department's own policy library. Please produce the current version, and any version in effect at any time since 1 January 2023, of each of the following: 1. The Department's standard operating procedure, policy, directive or rule governing employee use of social media, including any provision that addresses what an employee may or may not post about the Department, about a facility, or about a person in the Department's custody. 2. Any policy, directive or post order governing the use of personal cell phones, cameras or other recording devices by employees inside a facility, and any such policy that applies while an employee is escorting or guarding a person in the Department's custody at an outside location, including a hospital or other medical facility. 3. Any policy, directive or post order governing the confidentiality of a person's medical information or medical transport, as it applies to employees who accompany a person in custody to an outside hospital or medical appointment. 4. Any employee handbook section, acknowledgment form, or training material that an employee is required to read or sign concerning social media use or the recording of images inside a facility or during an outside medical trip. 5. The Department's record retention schedule entry or index listing for each of the above, so that the version history can be identified even if superseded versions are not produced. If a responsive policy is publicly posted, a citation to where it is posted is a complete answer for that item and no copy is needed. FEES. Georgia Prisoners' Speak is the public brand of The GDC Accountability Project, Inc., a Georgia nonprofit corporation recognized by the Internal Revenue Service as exempt under section 501(c)(3) and classified as a public charity under sections 509(a)(1) and 170(b)(1)(A)(vi), EIN 33-4218142. We ask the Department to exercise its discretion under O.C.G.A. 50-18-71(c)(1), which provides that an agency "may impose" a charge, and to waive the search and retrieval charge for this request, which is made in the public interest and not for any commercial purpose. O.C.G.A. 50-18-71(c)(1) also provides that no charge is made for the first quarter hour and requires the Department to use the most economical means reasonably calculated to identify and produce the records. If the Department declines to waive the charge, please provide a written itemized estimate before any billable work begins, as O.C.G.A. 50-18-71(d) requires for any request expected to exceed $25.00, identifying for each charged component the position of the employee whose rate is applied and that employee's hourly rate, so that we can confirm the rate does not exceed the prorated hourly salary of the lowest paid full-time employee with the necessary skill and training. No charge above $100.00 is agreed to without our express written agreement. If any responsive record is withheld in whole or in part, O.C.G.A. 50-18-71(d) requires the Department to identify the specific legal authority for the withholding by Code section, subsection and paragraph. Please do so for each record withheld, and produce the remainder of each record with the exempt portions redacted. Please be specific with your request to narrow our search and respond to you quickly and efficiently.

Records requested under the Georgia Open Records Act (O.C.G.A. § 50-18-70 et seq.), by Georgia Prisoners' Speak or, where a page says so, by another person or group who shared them with GPS. Documents marked "as released" are posted exactly as the agency released them. Files marked "prepared by GPS" are GPS's own compilations of those documents, made for convenience; where they differ, the released document governs. A request is published here when GPS cites it or when its records are useful to readers; records about individual deaths are published on GPS's mortality pages, not here.
