Drone-detection purchases by the Georgia Department of Corrections, 2017 to 2026

Georgia Department of Corrections · Request R032544-101826 · Filed October 18, 2026 · Partly fulfilled

We asked the Georgia Department of Corrections for the records of what it has bought to detect drones over its prisons since 2017: the contracts, purchase orders and invoices; the file for a 2020 federal grant that paid for a radar system at Baldwin State Prison; and how the drone-detection money in the Amended FY2025 and FY2026 budgets was spent.

GDC has released 30 purchase orders so far. Twenty-nine of them, issued between February 2022 and November 2025 and totalling $11,905,773.82, buy AeroDefense AirWarden radio-frequency drone detection through Convergint Technologies (billed as DG Investment Intermediate Holdings 2) for 22 state prisons, the Burruss Correctional Training Center and 12 transportable sensors, all under statewide contract 99999-SPD0000172-006. The other, from June 2017, bought a $16,100 drone classification sensor and software licence for Autry State Prison from Unmanned Aerial Specialist LLC.

Status: Item 1 released October 28, 2026: 30 purchase orders. No contracts, quotes, justifications or invoices were included. Items 2 and 3: we asked for cost estimates on October 20, 2026, and are waiting for them.

What we asked for

Under the Georgia Open Records Act, O.C.G.A. § 50-18-70 et seq., The GDC Accountability Project, Inc. (Georgia Prisoners' Speak), a Georgia nonprofit, requests the following existing records about the Department's purchases of drone (unmanned aircraft) detection equipment, for the period January 1, 2017 to the present.1. Contracts, purchase orders, statements of work, quotes, sole-source or cooperative-purchase justifications, and invoices for drone detection or counter-drone equipment or services, including radar and radio-frequency detection systems, with any vendor. That includes AeroDefense, LLC (AirWarden); Observation Without Limits, LLC or Dynetics, Inc. (GroundAware radar); and Dedrone Holdings, Inc. or Aerial Armor.2. The procurement and grant file for Bureau of Justice Assistance award 2020-BX-0002 (the "OWLD 3D Radar" UAV detection system at Baldwin State Prison): quotes, the purchase order, invoices, delivery and acceptance records, and the grant progress and closeout reports.3. Records sufficient to show how the funds appropriated for "managed access and drone detection" in the Amended FY2025 and Amended FY2026 budgets were obligated (vendor, amount, and purchase order or contract number). We are not asking for security plans, system layouts, coverage maps or detection logs, and we understand that security-sensitive details may be redacted under O.C.G.A. § 50-18-72(a)(25). We are not asking the Department to create new records. If this request turns out to be large, please produce item 2 first, and we're glad to talk about narrowing the rest.Electronic delivery through this portal or to accountability@gps.press is ideal. We agree to reasonable copying and administrative fees up to $50.00; please let us know before going over that amount, with the itemization described in O.C.G.A. § 50-18-71(d). We understand and accept redactions required by law.The GDC Accountability Project, Inc. (Georgia Prisoners' Speak) 285 W Wieuca Rd NE, PMB #4153, Atlanta, GA 30342 accountability@gps.press · https://gps.pressIn plain terms, what we are looking for: the paperwork showing what drone-detection equipment GDC has bought, from whom, for how much, and with what money, starting with the radar bought for Baldwin State Prison with a 2020 federal grant.

Where we cite these records

Machine-readable

Records requested under the Georgia Open Records Act (O.C.G.A. § 50-18-70 et seq.), by Georgia Prisoners' Speak or, where a page says so, by another person or group who shared them with GPS. Documents marked "as released" are posted exactly as the agency released them. Files marked "prepared by GPS" are GPS's own compilations of those documents, made for convenience; where they differ, the released document governs. A request is published here when GPS cites it or when its records are useful to readers; records about individual deaths are published on GPS's mortality pages, not here.
