I. POLICY:

   GDC Farms having Animal Waste Systems that have manure
   produced from confined livestock and poultry will meet the
   official guidelines of the Department of Natural Resources
   Environmental Protection Division and the Georgia Department
   of Agriculture Rules and Regulations pertaining to the storage
   and land applications of animal wastewater.

II. APPLICABILITY:

   All facilities having animal waste established by Central
   Office Food and Farm Services subdivision and operating under
   Central Farm Services Management.

III. RELATED DIRECTIVES:

   The Rules and Regulations for Water Quality Control, Georgia
   Department of Natural Resources, EPD Chapters 391-3-6.20 and
   391-3-6.21.

VI. PROCEDURE:

   A. Animal Waste Systems Operations:

      1. Animal waste systems function under the general
         direction of the State Farm Administrator who has

   the authority to design waste treatment systems,
   handling and storing methods and application rates
   within the guidelines of the applicable permits and
   certification of each unit.

2. Each GDC Farm having confined animal feeding
   operations will comply with all applicable permit
   requirements as mandated by the Georgia Department
   of Natural Resources and the Georgia Department of
   Agriculture.

3. Each confined animal feeding operation must have a
   system in place to prevent pollution caused by
   animal waste from GDC farms. This system must
   include the following:

   a. A method of waste storage to include earthen
      lagoons and/or slurry tanks.

   b. A method of land application to include
      properly functioning pumps, irrigation
      equipment and irrigation pipes.

   c. Designated land application site.

   d. Comprehensive Nutrient Management Plan.

   e. Flow meters to measure the quantity of waste
      entering storage facility as well as wastewater
      leaving storage facility.

   f. Any other requirements as listed in the
      individual permits and applicable regulations
      governing each unit.

4. The Institutional Farm Manager is responsible for
   the overall Animal Waste Treatment Operations.
   Temporary authority may be designated to personnel
   for time periods of weekends and after normal
   working hours to prevent pollution caused by animal
   waste from DOC Farms.

5. It is the sole responsibility of the Institutional
   Farm Manager to notify the State Farm Administrator
   and the Food and Farm Services Manager if there

      should be any structural risk or lagoon run-overs to
      prevent pollution.

B. Personnel:

   1. The Institutional Farm Manager is responsible for
      the overall management of Animal Waste Systems. The
      Farm Manager may delegate this authority for short
      periods, such as weekends and holidays.

      a. There shall be a minimum of one staff member at
         each contained animal feeding operation that
         has successfully completed the Animal Waste
         System Operators Certification training.

   2. All staff shall hold the management of Animal Waste
      Systems to be of utmost importance. Any abuse of
      equipment or potentially illegal activity will be
      reported to the State Farm Administrator,
      immediately.

   3. Correctional Officers assigned to units with Animal
      Waste Systems are to receive on-the-job training in
      working with such systems, if their area of
      assignment will include any part of the Waste
      Management Program including sanitation.

   4. Farm Managers and Supervisors shall keep informed in
      modern waste management operations by participating
      in short courses.

C. Record Keeping:

   1. Accurate records pertaining to Animal Waste are:

      a. Earthen Waste Storage Pit, Pond, or Lagoons
         According to Natural Resource Conservation
         Service specifications.

      b. Liquid Level of Waste Treatment: Pumped down to
         desired level leaving a minimum of twenty-four
         (24) inches of space to account for heavy
         rainfall events on a weekly basis.

      c. Waste Storage and Handling Facilities: Animal
         waste storage and handling facilities are

   inspected for leaks, spills, or overflow.
   Repairs are made as needed.

d. Animal lot Cleaning: Inspect once per week.

e. Soil Testing of Waste Application Sites: All
   application sites must be sampled yearly.

f. Waste Application: According to accurate
   nutrient accounting or Comprehensive Nutrient
   Management Plan (CNMP), never apply to frozen
   or saturated soil. All applications must be
   recorded indicating the date, time and length
   of application.

g. Waste Application Equipment Calibrations:
   Equipment must be calibrated before each
   application and checked on regular intervals
   during application period. Uniform
   applications over areas are a must.

h. Nutrient Budgeting (NPK): All applications must
   be based on waste analysis, soil test, and crop
   nutrient use information or done according to
   Nutrient Management Plan (CNMP).
