Of Georgia’s 236 state House and Senate seats, 81 (34%) will not be contested by both major parties in November — 61 House seats and 20 Senate seats. In those districts the general election is a formality: the only name that matters was settled in a low-turnout primary. Criminal-justice and prison-reform votes in these seats face no electoral accountability at the ballot box.
