Tenure Summary
Walter L. Berry held Georgia Department of Corrections posts from at least 2015: correction administration in 2015, Warden 1 roles from 2016 through 2019, a senior correctional administration manager post in 2020, and then warden at Baldwin State Prison from December 1, 2020 to November 15, 2024, according to GPS records. GPS attributes 41 deaths to his facility-lead tenure, all at Baldwin State Prison. Three federal cases in the Middle District of Georgia appear in Berry’s defendant record, all filed in 2022 and later terminated with no listed payout.
What happened on their watch
Baldwin State Prison (Dec. 2020–Nov. 2024). GPS records attribute 41 Baldwin deaths to Berry’s tenure; the supplied death sample is capped and does not include every name. Homicide determinations in the record include Jamari McClinton, 21, stabbed Aug. 11, 2021; Edward McCloud, 40, sharp-force injury to the neck July 23, 2021; Jose Martin Ibarra Garcia, 41, multiple stab wounds June 15, 2021; Fredrick Louis Spears Jr., 27, May 2, 2023; and Vincent Reshad Dyer, 50, Aug. 21, 2024. For McCloud, the record flags a cause conflict: GDC’s own coding, obtained by the UCLA Law Behind Bars Data Project, read “Natural,” while GPS’s homicide determination stands. The record also lists Johnny Lee Vaughn, 39, who died Oct. 4, 2023 after an altercation with several inmates; the AJC mortality entry notes his cause as not reported.
According to the AJC, McClinton’s protective custody status was removed when he was transferred from Phillips State Prison, leaving him vulnerable to gang threats that led to his death. For Dyer, 13WMAZ reported that he had reported threats and asked to be moved shortly before the stabbing, that an officer allowed inmates into his dormitory, that officers did not respond during or after the attack, and that logbook entries failed to accurately document it. A later federal suit, Moore v. Waller, 5:26-cv-00135 (M.D. Ga., filed 2026), accuses four Baldwin officers—not Berry—of failure to protect Dyer.
Other Baldwin incidents during Berry’s tenure include the Department of Justice’s 2021 announcement of an investigation into violence and conditions in Georgia prisons; an AJC finding that at least 360 Georgia prison employees had been arrested since 2018 for contraband; the Oct. 1, 2023 killing of Correctional Officer Robert Clark at Baldwin by inmate Layton Lester with a homemade weapon, per facility event records; a March 6, 2023 escape from a Baldwin work detail by William Knight; and a Nov. 13, 2023 federal indictment of 23 alleged Sex Money Murder defendants, including three former correctional officers. Baldwin Lt. Tracey Wise admitted, per AJC reporting, to smuggling K-2-laced papers for prisoner Ryan Brandt three times for $2,500 each and was sentenced to five years’ probation. A GA DOAS Risk Management settlement ledger lists a $5,000 state liability payout tied to a 2022 Baldwin incident involving Johnnie D. Jackson, settled Dec. 6, 2022.
