GPS records list 21 deaths at Valdosta State Prison during Shropshire’s warden tenure, with the decedents ranging in age from 26 to 79 and death dates from April 22, 2023 to September 30, 2024. Among those with cause details documented by the AJC are: Quoesent Bostwick, 34, homicide; Lance Montex Lampkin, 41, multiple stab wounds to the torso; Rufus Shawn Lane, 55, ligature strangulation found dead in his cell; Ricky Bernard Harris, 39, sharp force face and neck trauma; Melvin Lamar Towns, 37, homicide during a disruptive event; and Shane Dillon Griffith, 32, blunt force trauma to the head, torso and extremities. A GDC incident report cited by the AJC shows six inmates were disciplined in connection with Towns’s death, and warrants filed in Griffith’s case allege 11 inmates attacked him; the AJC reports all 11 were charged with murder.AJC reporting cited in GPS intel records describes an 80 percent correctional-officer vacancy rate at Valdosta State Prison. Griffith’s family alleged he was beaten, burned, dragged by a rope and killed for hours while staff failed to intervene, and that he sought protective custody but was placed in general population and killed the day after transfer. GPS records also cite a 2024 U.S. Department of Justice report finding Georgia prisons violate the Eighth Amendment because of widespread violence, understaffing and systemic deficiencies.
During the same tenure, Operation Skyhawk, announced March 28, 2024, led to the arrest of seven officers, including six GDC officers, for an alleged contraband scheme run by Valdosta inmate Kydetrius Thomas. AJC reporting further states Shropshire was fired in July 2024 for “misconduct” and that his personnel file lists that reason while GDC declined to elaborate.
