This profile reflects positional accountability — this individual held the leadership roles shown during the dates shown, during which the listed deaths or lawsuits occurred. Inclusion does not constitute a legal finding of personal culpability for any specific incident.
Tenure Summary
Gerald Walker's Georgia Department of Corrections career runs from a 2011 sergeant posting at Phillips State Prison through a long stretch at Georgia Diagnostic and Classification State Prison (GDCP) — correctional officer (2015), CSM correctional sergeant (2016), CSM correctional lieutenant (2017–2020), and CSM correctional unit manager (2021–2025). On April 16, 2026 he entered facility-leadership tier for the first time, as Deputy Warden of Security at Baldwin State Prison, where GPS lists him as active with no end date.
GPS attributes 5 deaths to his leadership tenure — all 5 at Baldwin State Prison, all inside his first roughly ten weeks as deputy warden of security. The records contain no lawsuits naming Walker as a defendant. The positions data also shows single-day entries dated Aug. 27, 2026 listing him at GDCP as both a correctional unit manager and a correctional officer 2 (plus an earlier single-day entry on Nov. 22, 2023); the records do not explain these, and the 2026 entries postdate his Baldwin appointment.
What happened on their watch
Baldwin State Prison — Deputy Warden of Security (April 16, 2026 – present). GPS attributes 5 deaths here: Edward Allen Pitt, 65 (July 24, 2026, logged under GPS cause category 1; the GDC data appended to his record lists his last known institution as Coastal State Prison, not Baldwin); Terry Lee Goolsby, 45 (July 15, 2026, cause category 6); Artinez Rafael Ceaser, 35 (July 3, 2026, cause category 6); Richard Lyle Timmons, 37 (May 19, 2026, cause category 6); and James Monroe Dailey, 64 (May 10, 2026, cause category 6). Ceaser's record remains unresolved on two points per GPS's own note: his cause is "Unknown/Pending," and the facility is disputed — the death record says Baldwin, while GPS's last observation of him (March 26, 2026) placed him at Augusta State Medical Prison; the note leaves the reported facility as filed.
Separately, non-attributed deaths at the same facility are documented in the input: Ricky Mathis died at Baldwin on April 5, 2026 — before Walker's April 16 start — with the GDC Office of Professional Standards investigating; and a 33-year-old man was found dead alone in his cell on or around July 7, 2026, with the Baldwin County Coroner and GDC Professional Standards investigating (per the incident reports in the input).
Allegations documented at Baldwin during this period, attributed to their sources: a federal lawsuit filed April 13, 2026 in the Middle District of Georgia by Gary Moore accuses four Baldwin correctional officers of failing to protect Vincent Dyer from a fatal stabbing; 13WMAZ reports the suit also alleges Dyer reported threats and asked to be moved shortly before his death, that an officer allowed inmates into his dormitory, that officers did not respond during or after the attack, and that logbook entries failed to document it accurately. A Baldwin County jury convicted Traquan Bangs of malice murder in the stabbing (per the input's event record). Akeim Burgest's lawsuit (filed February 2026, per the input) alleges an officer shanked him after throwing a water bottle and that a lieutenant stood by without intervening. AJC reporting describes former Baldwin officers Tracey Wise, Kierra Williams, and Shounnette Wooten in a contraband case tied to inmate Ryan Brandt's alleged drug-and-violence enterprise, and states hundreds of Georgia prison employees have been arrested for smuggling, at least 360 since 2018.
Georgia Diagnostic and Classification State Prison — unit supervisor roles (2017–2025). GPS attributes no deaths to Walker's GDCP postings, which fall below facility-leadership tier. The input nonetheless documents conditions at GDCP in overlapping years: reports dated January 2026 state the facility held 4,540 people in a building designed for 800 (568% of design capacity); AJC reporting describes vandalism and infrastructure failures, contraband seized from incoming inmates, an officer paid for information, and a gang-attack allegation in which an inmate who requested protection was moved to a unit where six gang members attacked him. A June 2025 death from alleged medical neglect at GDCP (Mark Smith, per the input's event records) is documented but not among the deaths GPS attributes to Walker.
Phillips State Prison — Sergeant (2011). Staff-tier posting; no deaths attributed. AJC's homicide list includes undated allegations at Phillips (a gang-related stabbing in the lockdown unit and a fatal mental-health-ward assault); the input does not date them to his 2011 tenure.
