GPS records show that by early 2026 the prison held 4,540 incarcerated people—568% of its original 1968 design capacity of 800. During Walker’s years there, the Atlanta Journal-Constitution reported that a newly convicted inmate was found with a homemade shank and a contraband cellphone within days of arrival, and that an officer admitted to taking thousands of dollars to tip off a death-row prisoner about upcoming shakedowns. Allegations of widespread understaffing, medical neglect, and infrastructure failures were also recorded; a federal civil rights lawsuit filed in March 2026 alleged that medical neglect at the facility led to the amputation of an inmate’s hand. In April, a federal judge ordered the GDC to preserve all evidence, including camera footage, in that case. The Atlanta Journal-Constitution reported a separate lawsuit alleging that an incarcerated man was negligently placed in a cell with an inmate known to have previously stabbed others, and that another man’s protective-custody status was removed upon transfer, leaving him vulnerable to gang threats. Federal investigations also revealed an alleged criminal enterprise run by inmate Ryan Brandt from within Baldwin; former correctional officers were charged with smuggling drug-laced sheets into the prison.
