Georgia's Tier Segregation System: Tier I, Tier II, Tier III/SMU and the STEP Programs — Architecture, Conditions, Scale, and the Solitary Confinement Population GDC Does Not Publish
This document is a methodology and citation-verification addendum to GPS's eight-part series on Georgia's Tier segregation system. It corrects two previously mis-constructed GDC PREA audit URLs (Ware State Prison Cycle 2 and Hancock State Prison Cycle 2), establishes a rule against pattern-constructing GDC PREA URLs, and publishes verified citation strings and doc_ids for 35 principal Tier-related PREA audits across 20+ Georgia facilities. Its most substantive evidentiary contribution is the documentary confirmation, repeated across Hancock State Prison PREA Audit Cycles 2 and 3, that the G-1 'Tier 2' unit houses a maximum of 96 inmates in double-occupancy cells on two tiers, alongside a 20-cell double-occupancy Tier 1/segregation unit in J Building.

Georgia's Tier Segregation System
Georgia runs a four-rung segregation ladder — Tier I, Tier II, the Tier III Special Management Unit, and the STEP step-down programmes — and publishes a population count for exactly one rung. Healthcare & Medical Neglect

Georgia operates one of the largest prison systems in the country with no independent body empowered to inspect it, compel its records, or publish findings — leaving the authoritative counts of violence, death, and misconduct to federal investigators and outside journalists. The mechanisms the state does have (ACA accreditation, PREA audits, an internal grievance system, an internal OPS investigative arm) reliably produce findings of compliance and rarely produce accountability. Population & Demographics
Georgia holds roughly 47,000 to 53,600 people in state custody depending on which official count is used, at an incarceration rate of 881 per 100,000 residents — among the highest of any American state and above every independent democratic nation. That population is majority Black by a margin state demographics do not explain, aging fast, and increasingly serving life and long-term sentences, while the parole supervision population has fallen by more than half since 2011. That no single consistent public number describes the system's size is itself a central finding.

Retaliation Against People Who Speak Up
Retaliation against incarcerated people who report abuse, file grievances, or speak to outside parties is one of the most pervasive and structurally documented patterns in U.S. and Georgia prison systems. The First Amendment doctrine permits §1983 retaliation claims (Bennett v. Hendrix, 423 F.3d 1247 (11th Cir. 2005); O'Bryant v. Finch, 637 F.3d 1207 (11th Cir. 2011)), but the Prison Litigation Reform Act's exhaustion requirement creates a structural trap: the protected act (filing a grievance) is what the retaliation targets. Solitary Confinement
Georgia runs a three-tier segregation system whose written limits run in the opposite direction of its population: Tier I is capped at 30 days, Tier III at 24 months with a statewide retention panel, and Tier II — the programme that holds the most people — has no outer limit in policy at all. The only Tier population figure GDC publishes is a bookkeeping side effect of the Special Management Unit being carried as a facility, and a systematic review of 110 GDC reports and all 34 distributions of its monthly statistical series found no published count of the Tier or restrictive-housing population anywhere. What is documented instead is 39 percent diagnosed mental illness in the Special Management Unit, a cell count of at least 3,401 segregation cells across 30 facilities, and named deaths inside isolation.

Women's Incarceration
Georgia confined 3,850 women as of April 2025, a population that has grown more than sevenfold since 1978 and that is now spread unevenly across five women's state prisons — two over capacity, one half empty — with 12 confirmed deaths in 2025. The state's female facilities carry the system's only women's Level III/IV mental health unit and its highest documented counts of retaliation, while two-thirds of incarcerated women are mothers whose children live, in 85% of cases, more than 50 miles from the prison gate.
