Penal institutions; commissioner of corrections to report certain information; require
Would have required the Department of Corrections to publish, every 90 days, aggregate data on the immigration status, offenses and home countries of non-citizen prisoners. Died in House committee.
What This Bill Does
HB 136 would have added O.C.G.A. 42-1-11.4, directing the commissioner of corrections to publish on the department's website, every 90 days, "a report of aggregate data on the immigration status, offenses, and home countries of inmates who are not United States citizens" and the share of the prison population who are not citizens. It was withdrawn and recommitted in the House and never received a vote.
GPS opposes this bill because it singles out non-citizen prisoners by immigration status and home country in a standing public report: an enforcement measure aimed at people in state custody that does nothing for conditions or oversight inside Georgia's prisons.
