How to read the records

• These are counts, not a grade. GPS retired letter grades in August 2026: an A–F scale aggregates true votes through a contestable methodology, and the argument then becomes about the method instead of the record. Every number here is a roll-call vote you can check against the General Assembly’s own records. There is no aggregation and nothing to argue with.
• Denominators vary by member. Excused and absent votes are excluded, so nobody is counted on a vote they were not present for. Both numbers are always shown — read “2 of 3” and “4 of 6” as what they are, not as percentages.
• This is GPS’s bill list. Which bills are tracked, and which position on each counts as reform, are GPS editorial judgments — 13 justice-reform bills and 6 prison-conditions bills. Read it as “voted GPS’s position,” not as an objective measure.
• Sponsorship is often the only evidence there is. Most post-conviction bills die in committee without ever reaching a recorded vote, so whether a legislator put their name on one can be the only public sign of where they stood. A nominee with few votes and several sponsorships is not a thin record — it is a different kind of record.
• “No Georgia legislative record” is not “no position.” It means only that there is no voting record — a challenger may have a fully developed platform GPS has not surveyed, and that describes most of the field.
• A thin record is reported, never ranked. Fewer than 3 of the 6 prison-conditions bills is marked and left out of any ranking: two of two is two votes, not a record.

In not one of these races do both nominees have a record to compare — incumbents have voting records, challengers do not.
