Joshua Craig Fulbright's documented Georgia Department of Corrections career begins in 2011 with a correctional officer posting at Arrendale State Prison and moves through correctional sergeant (2016), correctional lieutenant (2017), correctional officer 2 (2018), correctional captain (2022–2023) and correctional unit manager (a one-day Arrendale record dated Nov. 22, 2023, and a unit manager record covering Jan. 1–Sept. 30, 2024). On October 1, 2024 he moved to Phillips State Prison as Deputy Warden of Security; state records additionally list him as Deputy Warden at Phillips in 2025 and on a single-date record of Aug. 27, 2026.

Fulbright appears at Arrendale as a correctional officer in 2011 and 2015, correctional sergeant in 2016, correctional lieutenant in 2017, correctional captain in 2022 and 2023, and correctional unit manager on Nov. 22, 2023. Two records — Correctional Officer 2 (2018) and Correctional Unit Manager (Jan. 1–Sept. 30, 2024) — carry no facility assignment. No deaths are attributed to any of these postings.
Phillips State Prison — Deputy Warden of Security (Oct. 1, 2024–Jan. 15, 2026), Deputy Warden (2025 and Aug. 27, 2026). All 27 deaths attributed to Fulbright's leadership tenure occurred here. The earliest in the sampled records, Nile Baptiste Young, 33, is dated Oct. 7, 2024 — six days after his start as Deputy Warden of Security — followed that month by Brandon Lashaun Mincey, 37; Leroy Brooks, 64, died Dec. 9, 2024, Corey Madison Cochran, 29, on Dec. 18, 2024, and Eddie Ray Scott, 60, on Dec. 19, 2024. The most recent sampled death is Jacob Ray Nicholson, 29, on July 13, 2026. Ages in the sampled records range from 29 to 78, with four entries carrying no age. The records assign cause codes spanning categories 1 through 6 without defining them; one code (category 1) is the most frequent in the sample.
Two allegations reported by the Atlanta Journal-Constitution and filed to Phillips while Fulbright held the Deputy Warden role, both dated Jan. 21, 2025, per the AJC's list of Georgia prison homicides: that Dave Stone was allegedly assaulted in a mental health ward, apparently with two pipes wrapped in a cloth, resulting in brain death; and that officers allegedly arranged for McBride to be brought to the lockdown unit on the day he was killed in a gang-related stabbing. Neither is recorded in these materials as adjudicated.
GPS intel event records for Phillips dated April 6 and May 17, 2025, filed with Fulbright's role listed as Deputy Warden, describe incidents whose titles reference other institutions: at Telfair State Prison, inhumane conditions including segregation, food denial and a communication blockade, the placement of Jason Palmer in solitary confinement with inadequate food and phone access, and a wrongful-conviction case describing a life sentence without parole based on no physical evidence, hearsay testimony and a jury including an officer with a conflict of interest; and at Jackson State Prison, a prisoner killed who was described as a probation violator with months remaining on his sentence. The event records carry no source URL, and the facility attribution in the titles does not match the Phillips filing.
