Tenure Summary
Tracey Catina Jackson's career with the Georgia Department of Corrections, as reflected in state salary records compiled by GPS, began in 2013 as a part-time instructor at Pulaski State Prison, then moved into behavioral health. She served as a Behavioral Health Counselor (2015–2017), Behavioral Health Counselor 2 and 3 (2016–2018), and Behavioral Health Counselor Supervisor from 2019 through 2025, with reported salaries rising from $29,247.33 (2015) to $63,169.48 (2025). Her positions table attributes her to Dooly State Prison for 2020 and for a single dated entry on 2023-11-22; most of her counselor-supervisor years carry no facility assignment.
On 2026-03-16 she moved into facility leadership as Deputy Warden of Care and Treatment at Wilcox State Prison — a `facility_deputy` accountability tier — with a further Deputy Warden entry dated 2026-08-27 at the same facility. GPS attributes 3 deaths to her leadership tenure, all 3 at Wilcox State Prison. No lawsuits naming her as a defendant are recorded, and no deaths are attributed to her staff-tier positions at Pulaski or Dooly.
What happened on their watch
Wilcox State Prison — Deputy Warden of Care and Treatment (from 2026-03-16)
GPS attributes three deaths to this tenure. Earnest Sims, 44, died 2026-03-16, the date her posting begins; a Wilcox County Coroner record (Coroner Janice B. Brown, case 2026-0316-15) listed the manner as still pending as of 2026-07-05, with the documented cause pending investigation and "smoking strips" and seizure onset noted; an autopsy was performed, and the place of death is recorded as a Wilcox State Prison open dorm. Gary Dwayne Felver, 65, died 2026-06-15; the record lists his cause under GPS cause category 6 with no further detail. Maurice Antonio Brown died 2026-09-03; the notes state he was killed in a Sept. 3 fight at Wilcox that GDC described to the press as gang-related, that GDC confirmed the death to 13WMAZ and 41NBC, and that his body was sent to the Georgia Bureau of Investigation Crime Lab for an official cause of death, with the GDC Office of Professional Standards investigating. The same day, a facility incident record states seven inmates were taken to hospitals, two by airlift, with two others treated on-site and no staff injured; Wilcox was placed on lockdown on 2026-09-04.
Two items in the record describe conditions or violence at Wilcox during this period but are allegations, not findings. An anonymous public Facebook post dated 2026-05-12 alleged that inmate movement is locked down when senior staff — including the DWCT role — hold on-clock gatherings, that basic supply issuance (toothbrushes, undergarments, socks, towels, sheets, blankets) had lapsed for roughly a year, and speculated about inmate benefit fund use. A GPS case submission dated 2026-04-02, flagged as AI-detected via Telegram relay, reported multiple stabbings at Wilcox resulting in a lockdown. An Atlanta Journal-Constitution investigation published 2026-05-05 alleged that officials failed to recognize James Wheeler's mental-health disease despite a self-harm history and placed him in solitary, where he was found hanging at Wilcox; the record does not date the underlying death, and it is not among the three deaths GPS attributes to Jackson's tenure. Earlier Wilcox material in the file predates her posting — a 2026-03-08 gang fight hospitalization report, and Sept. 2025 AJC reporting that included a Department of Justice finding that Georgia's gang-run prisons were "riddled with regular violence and sexual assault," along with family allegations that a warden's promised follow-up call never came.
Dooly State Prison — Behavioral Health Counselor Supervisor (2020; dated entry 2023-11-22)
No deaths are attributed to Jackson's staff-tier time at Dooly. The Dooly intel and event records on file — inmate-run phone fraud, a cadet meth-smuggling prosecution, gang-related fights, AJC reporting on medical-care allegations, and a documented 319%-of-design-capacity population figure with roughly 50% officer vacancy — are dated 2025–2026, outside the facility-assignment dates the positions table records for her. Pulaski State Prison (part-time instructor, 2013) likewise has no deaths attributed; the Pulaski allegations in the file (medical-care failures, an officer sexual-misconduct case) are dated 2026 and concern other personnel.
