Ramirez held the rank of Correctional Lieutenant at Phillips from January 2021 through December 2023, a period during which GPS records attribute 25 deaths at the facility to his tenure. Of those, the AJC's Georgia Prison Homicides Investigation identifies at least seven as homicides. In November 2021, David Arthur Stone, 61, died of closed head trauma with delayed effects; according to the AJC, Stone's sister alleged he was assaulted in the facility's mental health ward, apparently with two pipes wrapped in cloth, and was taken off life support after his brain ceased functioning. In June 2022, Jamal Cymonne Johnson, 32, died of stab wounds to the head injuring the brain; in July 2022, Sidney Neally, 22, died of stab wounds to the torso; in August 2022, Jacob Daniels, 18, died of a stab wound to the neck, shoulder, and arm. On September 30, 2022, Quafabian Melik McBride, 19, died of a stab wound to the chest injuring the heart.
