What This Bill Does
HB 194, as passed by the House on March 8, 2021 (110-59), provides "that punishment for certain sexual offenses shall be life imprisonment" and requires electronic location monitoring. A person previously convicted of a sexual felony who is convicted of aggravated assault with intent to rape, for example, "shall be punished by imprisonment for life or a split sentence that is a term of imprisonment followed by probation for life," with electronic monitoring as a condition of probation. The bill also renames the Sexual Offender Registration Review Board, provides for presentence risk assessment classification of sexual offenders, and provides for termination of certain probated sentences. A Senate committee reported a substitute; the Senate tabled it, recommitted it in January 2022, and it died.
GPS opposes this bill because it lengthens punishment, to life in prison or probation for life under electronic monitoring, for the people it covers.
